Through Abbreviated Tender 17081, the National Port Administration (ANP) contracts the CDS-BISA-INCOSIV consortium, the consultancy for the executive connectivity project
southern land with the port of Paysandú and the rehabilitation of the northern access railway line with the aforementioned port.

The main objective of the consultancy was to develop a project that can be executed in the short and medium term that would allow the improvement of the land connectivity of the Port of Paysandú through a comprehensive study of all associated aspects such as the transit of cargo transport, its operations and maneuvers, as well as the executive project of infrastructure works (drinking water, electricity, lighting, roads, storm drains, sanitation, etc.). necessary for the new works to be developed.

Scope of services:

  • Topographic studies with different scopes depending on the stage of the project. Drones with point cloud management for blueprints and trace definition and later precision topography for the executive project.
  • Study of complete soils on the projected layout, based on pits with their respective characterizations, DCP tests and SPT tests. All trials were georeferenced to the project system.
  • Demand studies and preparation of O / D matrices, analysis of capacity and service levels of the project intersections.
  • Accident analysis and assessment of the improvements that are introduced.
  • Executive project of road infrastructure, rainwater, structural, lighting, etc. that make up the definition of all the works to be carried out.
    Preliminary project for the rehabilitation of the railway line that links the “Litoral” line with the northern access of the Port of Paysandú.
  • Environment Effect investigation.

All the aforementioned works were carried out within the contractual deadlines. Both the previous studies and the executive engineering were completely modeled under the
BIM (Building Information Modeling) methodology.

The project was presented as a success story at the 11th Uruguayan Highway Congress held in November 2017.
